The Boston Redevelopment Authority Board has approved a major $9 million rental-housing development at 902 East Second St.

The project being developed by 902 East Second Street, LLC will construct a three-story structure with 36 rental units and 54 underground parking spaces.

Twenty-one of the units will be one bedrooms, six will be two bedrooms, six will be three bedrooms, and there will be three townhouses.

The project is not new to residents.

In January, more than 100 residents turned out to hear developer Peter Zagorianakos speak about the proposal. Residents raised concerns about soil contamination on a property located behind the project on East First Street that once housed underground fuel storage containers.

An earlier proposal by Zagorianakos that called for 31 units along with 52 parking spaces was approved by the Boston Redevelopment Authority's Board in 2007 but was never constructed because of a lawsuit brought against the developer by neighbors opposed to the variances granted by the city's Zoning Board of Appeals.

The new project has been redesigned to conform with zoning in the neighborhood.

While residents still have their concerns about contamination, the Massachusetts Department of the Environmental Protection currently has listed the East First Street site as a "closed" location, meaning it has been cleaned up.

The property on East Second Street that Zagorianakos would like to develop is not listed as a contaminated site.

According to the BRA the project is expected to break ground in fall 2012 and should be completed by March 2014. It is estimated that the project will create 50 construction jobs and two permanent jobs.
