Michael E. Smith, a spokesman for Tarr, said earlier today "We’ve just been told that the Army Corps of Engineers issued a “no restrictions” working permit for the Plum Island beach scraping around 4 o’clock this afternoon. The Newbury Conservation Commission should soon be issuing an emergency declaration for the town, which will clear the way for the beach scraping work to proceed.
"Congressman John Tierney's office has submitted a request for an emergency beach scraping application to the Army Corps of Engineers in the New England District. The engineers there are currently working to put together all of the information and then will expedite the permit to the Army Corps’ New York Division.
"Earlier this morning, the Patrick Administration provided the necessary permissions for the Corps to grant the permit."
