Brown: American Jobs for American Citizens

Now that Congress has approved the massive and controversial $787 billion American Recovery and Reinvestment Act of 2009, it is crucial that resources be available to make certain that this initiative meets its intended goals. The bill aims to employ out of work Americans through various infrastructure projects such as bridge, road, and public building repairs in each State. To ensure that these jobs are going to properly documented American citizens, there must be a system in place to properly verify the legal status of these workers. Such a system already exists and should be implemented for all projects under the Stimulus Package.

The E-Verify program was established by Congress in 1996, and is headed by a joint partnership of the Department of Homeland Security and the Social Security Administration. This free of charge Federal program enables employers to verify the legal status and proper documentation from the information that employees have provided.

Companies that do decide to take part in the program simply enter all new employees Social Security numbers and other pertinent information into the E-Verify system. Once this is entered, the program verifies that the individual and prospective new hire matches the identification that they provided. If there is an instance when an individual comes up as “unconfirmed” they then have up to eight days to appeal.

E-Verify works to protect companies from potentially hiring illegal aliens who may have provided falsified documentation of their identity. The program does not mark anyone who comes up as unconfirmed for deportation. It ensures that American jobs are going to legal American citizens.

The E-Verify program is currently being used by more than 113,000 businesses across the country, with over 1,700 businesses in Massachusetts alone. Several states have made it mandatory for all employers to use and a handful of others have made it mandatory for state agencies. This program makes perfect sense to be used on any and all projects involving Stimulus money. Of all the projected jobs that will be created from the $787 billion of tax payer money, none should be given to undocumented illegal aliens. It should be stressed that jobs created from tax-paying Americans, should only go to American citizens who will be able to contribute to the tax base at a time when the national unemployment rate has hit a level of 8.1% as of February of this year.

On March 9th, the House of Representatives voted to make the E-Verify system mandatory for all projects created under the stimulus package. Unfortunately one day later, the U.S. Senate voted down a similar amendment. When it is estimated that over 300,000 construction jobs will be created from Stimulus funded projects, it is unconscionable to think that our Senators in Washington would not implement this system. Instead they left it possible for a portion of the jobs to go to illegal aliens, since there will now be no mandatory system in place to check their proper identification. The Senate missed an opportunity to have the best interest of the American worker at heart by voting down this system that provides job security for those here legally.

We continuously hear of the rhetoric that we as a country need comprehensive immigration reform on all levels. Here is a perfect example of how we can take on this growing problem. The time is now to address the problem of illegal immigration and to make sure that our economy grows enough to benefit the American citizens who are footing the bill for this massive program.

  1. Can anybody tell me why we are forced by Federal mandate to pay for all the needs of illegal aliens? Can anybody inform the people, why businesses pay absolutely-- NOTHING--for their upkeep? Can anybody say why Americans will put up with this travesty, because if we start deporting, by whatever means? That prisons will start to empty, our schools will return to places of education and performance without serious overcrowding? That our schools would no longer have to grovel for school materials, instead of teachers, have the kids sell food items to parents? Can any taxpayer tell me why we must allow foreign children receive lower tuition fees than our own children.

    That the federal and state treasuries will begin a slow upsurge towards solvency? That we can once again afford health care for our impoverished citizens, including food stamps and low income housing--instead of being intentionally ignored by Washington? Can anybody tell me why our legislators are in collusion with anti-sovereignty, pro-illegal labor, free traders, who have devastated the less skilled American workers? Can anybody tell me why the majority party wants to pass another AMNESTY? That will give even more illegal aliens access to our wilting Social Security and pensions? Can anybody tell me why with a new path to citizenship, millions of family members will be admitted under the family unification, which you will also need to be supported? Is there any logic reason to pass the AGJOB bill for foreign farm workers, when their is a law in place already? Can anybody impress on me why illegal labor, who taxpayers subsides, yet our government allows them to send billions of dollars overseas?

    Can anybody rationalize to me, why the Supreme Court says having a bogus social security number is not a felony? Can anybody tell me why we admit 2.5 million legal immigrants annually, but our lawmakers give lip service to enforcing an undermanned, partially built border fence, or enforce the border permanently with Nation Guard troops? Can anybody offer an explanation why E-Verify, 247(g) or the Real ID act has been weakened, by Sen. Harry Reid, Speaker Pelosi and a host of other confederates to weaken our immigration laws? Can anybody tell me why they want to count millions of illegal aliens in the census, thus giving more fraudulent seats in Congress to Sanctuary States like California and more funding. Can anybody express to me why many larger newspapers and media don't expose the truth about the out-of-control crime by illegal nationals The ugly facts at NUMBERSUSA.

While I can agree to some of the points that Brittancus made and that the Democratic representatives are culpable, I would point out that e-verify was pulled on the insistence of the Chamber of Commerce, the Associated Builders and Contractors of America and many influential construction users. It was not pulled due to the lobbing of Latino interest groups or liberal groups. In fact many prominent leaders within the Republican Party let it be known that they would have killed the stimulus bill if e-verify remained as a component of the bill.

    Brittancus brings up the issue of amnesty, who is really behind this? Do we really believe that underpaid illegal aliens have the capitol and sophistication to lobby the federal government in favor of amnesty? In fact the capitol behind the majiority of what have become annual May Day/immigrant workers rights demonstrations comes from business.

    I would point out that Guatemala is not inundated by undocumented Mexican labor. These people come here for one reason and that is jobs. Business encourages this activity to hold down the cost of labor. In the past construction workers lead all other blue color workers in working conditions and wages. Business launched a campaign against these workers; an example of this would be the Construction Users Anti Inflationary Roundtable. One of their main goals was to create a system that would flood the construction market with an excess of semi skilled workers to drive down wages. While their efforts had a marginal affect, it eventually reversed course when construction workers were driven to the point of action.

    Starting in the Bush II presidency, America initiated an open borders policy. They ignored employer enforcement and allowed employers to use confusion as a defense. Even if an employer hired 5 people with clearly fraudulent documents and consecutive social security numbers, the Feds allowed the employer off by simply stating they were not document experts. The loudest voice in this debate over the reliability of e-verify does not come from groups such as La Raza but from conservative business groups such as the Chamber of Commerce.

    Business interest would like us to believe that crafty illegal aliens with a sixth grade education can outsmart a sophisticated American Businessman. I ask you, does this really sound feasible given the fact that construction is one of the most complicated, competitive businesses in the United States. Do we honestly believe that an illiterate Mexican can trick an employer over and over and over again

    So, while the Democrats are not innocent in this travesty it was initiated and supported by Republicans and their big business friends. If we really wanted to solve this problem all we would need to do is start prosecuting employers that hire illegal workers, Developers that gain profits from the utilization of contractors that hire illegal’s should have those profits seized and heavy penalties should be levied. Public officials who award contracts to companies that employee illegal aliens should lose their jobs and be banned from future public employment.

    By the way I am just a American Gulf War veteran construction worker, who, like many of my friends is now out of work and has difficulties in finding a job. Not because of the economy but because employers and developers in the construction industry are addicted to cheap illegal labor.

    I can’t say the ILLEGAL ALIENS are completely to blame for the shape of our economy, but they are a BIG part of the problem. The ILLEGAL ALIENS send BILLIONS upon BILLIONS out of this Country every year, money we will NEVER see again. Does this help our economy?

    How about the BILLIONS the American taxpayers fork out for the ILLEGAL ALIEN BABIES, the schooling of them, the medical care and the list goes on, and on, and on.

    How about the MILLIONS upon MILLIONS paid to jail ILLEGAL ALIENS for the crimes, then the cost to deport them. Does this help our economy?

    Then you have these activist groups, the Catholic Church and the ACLU that want AMNESTY for these ILLEGAL ALIENS. It would be absolute suicide for this Country if AMNESTY were granted to the 20 million or so ILLEGAL ALIENS. We have more and more people out of work everyday and they want to add another 20 million to this Country? I say, “NO”!

    If AMNESTY were ever granted to these 20 million ILLEGAL ALIENS, you can bet big money that 3 years from now, there would be ANOTHER 3-5 million ILLEGAL ALIENS demonstrating on our soil for AMNESTY.

    An end MUST come to this illegal immigration. The perfect tool we have so far is E-Verify. It MUST be used by ALL businesses and Government Social Services. EVERY employee must be checked! If they are illegal, they are to be dismissed!

    I believe it is time for all 50 States to pass a State law, like Arizona, Oklahoma, Mississippi, Missouri, South Carolina and a few others. It is time for these ILLEGAL ALIENS to go back to their home Country and get out of this Country. The problems they are causing will not go away until the ILLEGAL ALIENS are out of this Country.

  1. I'll tell ya why we have to pay for illegal aliens. Because our congress is mostly corrupt and interested in self interest and re-election. The American people have spoken over and over again an yet these crooks like Kennedy will continue to push for amnesty. We have already lost our ountry to demographics as illegal single, impoverished hispanic mothers have children at our expense. Get used to it.

  1. It’s true, illegal aliens do send millions of dollars back to Mexico each year. It’s true that those dollars if earned by American construction workers would have stayed in America. It’s true that illegal aliens don’t pay their fair share of taxes,( most claim 10 or more dependents or work for cash). It’s all true.

    The problem is, is that it doesn’t occur in a vacuum. If scamming greedy Employers and scamming greedy Developers and Project Managers didn’t use illegal those illegal’s wouldn’t have the millions of dollars to send back to Mexico.

    The solution to Delaware Bob and Mary’s would be to stop employers from hiring illegals. If illegals don’t have jobs they don’t have money and if they don’t have money they can’t send it to Mexico

    While it is true that the Catholic Church urges for amnesty for illegal aliens this is not an issue promoted by the ACLU. This is neither here nor there because if we wanted to stop these left wing groups from promoting this position all we would have to do is prosecute employers, punish developers and punish construction managers. This punishment should be swift and without mercy. If illegals can’t get jobs the illegal aliens won’t come to America.

    I also agree that we should require e-verify but we must also prosecute employers that circumvent the system and any businesspersons that derive a profit from the use of illegal labor.

    Because the solution impacts profits the true advocates of illegal immigration are the Chamber of Commerce, The Associated Builders and Contractors of America, the Master Builders Association, the Construction Users Round Table and other conservative groups that fund the Republican Party. Because Republicans depend on campaign contributions that are derived from profits generated by the utilization of illegal aliens they should be punished also. If you don’t believe this just look at any of these organizations position of illegal aliens.

    Illegal Immigration was promoted by business and conservative politicians and they should be held responsible. Throw fifty employers, developers and project managers in jail for ten years without parole and see how fast this problem disappears.

    If anyone doesn’t agree that the true problem is employers and developers what they are saying is that illiterate illegal aliens are smarter than collage educated rich Americans.

  1. Bob Gordon is right about the business interests that like to hire illegal aliens and want to keep 'em coming. But equally culpable are the ethnic organizations, primarily Hispanic, who simply want more of their "own" here to organize and add to the pressures for racially-granted boodle, and these organizations are completely allied with the Left, i.e. Democrats.

    Bob Gordon is flat wrong about the ACLU, which throws every roadblock it can think of in the way of straightforward enforcement of our immigration laws. If they haven't come out explicitly in favor of mass amnesty [I don't know], it's only because they're working like mad against immigration-law enforcement in every other venue they can think of, from harassing Minutemen trying to report (to the Border Patrol) illegal alien incursions at the border to giving obfuscatory testimony against proposed state enforcement bills in legislative hearings. (I know Minutemen who have experienced the former, and I've directly experienced the latter here in Montana.)

    See this web page to get just a hint of all the ACLU is doing to help destroy our country via immigration.

  1. The gain is to the Elites. We're being forced by our government to support people whose allegeance is to another country. For their greed, it looks like illegal aliens are their chosen people, but their intent is slaves. Amnesty would mean dual-citizenship for most illegals, leaving our borders wide open. The politicians are not going to remove our Constitutional Rights nor our Sovereignty. We need to let them know (we won't concede).
    E-Verify and 287(g) are needed tools and should be mandatory Nationwide. illegal ALIENS have the right to be Handcuffed and Deported. They have the right to take their children with them. Immigration LAWS need ENFORCED, not amended. Call, fax and email House and Senate Reps on a daily basis.
    It ain't over till the fat lady sings.

  1. Whille all of the comments are true to some extent, the problem of illegal immigration
    can be solved very easily, but it never will be, for the same reasons as stated above. Enforce all laws we now have to the fullest and make E-verify and 287(g)
    manatory as a nation, and enforce them to the fullest. Also, starting with the start of these steps, no benifits to illegals,and chilldre born in this country are not US citizens unless there parents are US citizens.

    I'm angry at our government for all this stupidity, as well! This huge tidal wave of illegal immigration was bleeding many of our cities and states dry prior to this GREAT recession. States, such as California and Rhode Island were BROKE before this recession. They gave away the store---- free healthcare for illegal immigrant children in R.I for example. Both political parties are responsible for this mess. Although, there are a few brave exceptions in the Republican party. Brave, because they are labeled as bigots for speaking out. It is not the ethnic groups as much as the NUMBERS of illegal aliens that are killing us. The NUMBERS are crushing us! The vast majority of the foreclosures in Rhode Island were from immigrants (don't know status). How was this helpful to the USA? Do we want to go back to immigrant slums of the early 1900s? With labor laws, health and safety codes thrown by the wayside? A few years ago, one billion dollars of OUR Medicaid money was used to bail out OUR hospitals on the southern border. Wasn't that a sign immigration was out of control and impacting healthcare? I can go on and on.

  1. Once again let’s look at the problem, Mexican illegal aliens come here for one reason, and that is jobs. They don’t come here for free medical care or welfare or any of those programs. So we could safely say that if employers/business owners did not hire them they would not come. As I stated earlier Guatemala is not inundated with Mexican illegal aliens.

    We had a chance to address the issue in the stimulus bill but Republicans stated publically that they would filibuster the bill if the requirement for e-verify was left in the bill. Who urged the Republican’s to do this? Business, business says that it is too hard to check documents. Well, I also hire people and I can run up to eight SSNs in about 10 seconds. So the real reason must not be this. The only reason that is left is profits.

    One has to really listen to the language of the Republicans on this issue. The Republicans say that government intrudes and over regulates business. What are they talking about? They are talking about immigration, job sight safety, and minimum wage. Where is the Republican outrage against employers that utilize undocumented workers? Where are the cries from the Republican Party demanding that employers found to be using illegal aliens be jailed? Where are the demands from the Republican Party demanding that investors or developers that hire contractors that utilize illegal aliens have their assist seized?

    Here is an example there are two stimulus projects being bid in Seattle right now, Wedgewood Estates and Bell Tower. The only bidders on both projects are non-union general contractors; all of them are major contributors to the Republican Party and their candidates. All of these contractors utilize illegal aliens and all of these contractors cheat workers on wages. If they used Americans the workers would complain about being cheated out of pay on a Federal project. By utilizing illegal aliens the general contractor can threaten the employees with deportation if they file a claim. Most of these workers will not file a claim because it would cost them their job. Why are these workers here? Jobs. If they were here for welfare benefits or other ways to scam the system why wouldn’t they sue their employer? Why do employers use illegal’s, they are easy to intimidate and cheat. This is how they gain an economic advantage in the bidding process. As I stated every one of these contractors are non-union and Republicans.

    It seems to me the big problem here is Republicans and their Business partners that obviously control them. So we can blame an illiterate Mexican or the ACLU or congress or Obama, but until we realize that it is Business that is controlling this situation and demand that business owners be severely punished for hiring illegal aliens nothing is going to change.
