A decade ago, the exercise of drawing legislative districts ended in a contentious federal lawsuit that overturned the Legislature’s actions and resulted in the indictment of House Speaker Thomas Finneran. That was in stark contrast to the scene this time around. The public was consulted and many of its ideas were embraced. It was about as far from the popular image of Beacon Hill as lawmaking can get.
