Not that USA Track & Field hasn’t had its dysfunctional moments during the past decade, including a threat of decertification from the US Olympic Committee. But the dismissal of chief executive officer Doug Logan is positively head-scratching. Even as the federation was giving him a six-figure raise, it was trying to get rid of him.
