GAZA CITY, Gaza Strip -- Palestinians are beginning to fear that the Gaza Strip is headed for civil war: Brothers are being recruited by rival security forces. Dueling uniformed groups call each other thieves and enemies between shoot-outs. Hamas militants torch police cars in the streets even as they claim a mantle of government authority.
