WASHINGTON -- In a stark departure from the slow and confused reaction to Hurricane Katrina three weeks ago, US military forces, National Guard troops, and emergency personnel descended quickly on the Gulf Coast and were in position almost immediately to aid victims of Hurricane Rita yesterday.
