Is it more important to rehabilitate prisoners or to punish them?

While punishment is necessary, we do need to focus more on rehabilitation.

We must provide access to appropriate services for offenders in order to provide them with an opportunity to better themselves and not re-offend. The cost of incarceration is extremely high and places a burden on the taxpayers. Therefore, we must provide opportunity for positive change in order to reduce recidivism and minimize the cost to taxpayers.

I do not believe in being soft on crime and will be a tough sheriff, but I do believe there should be a dual mission of the House of Correction, which is to punish and correct (rehabilitate).

As sheriff, I will focus on creating additional services for released offenders on the "outside", such as a resource center. Such a center can provide access to counseling services, housing, job training, etc. Such services are vital to the success of keeping former inmates from re-offending which could result in costly incarceration.

Cost savings

In an era of tight budgets, where would you find cost savings in the sheriff's department? What items are untouchable?

With tight budgets, we must improve the overall efficiency of the sheriff's office.

As sheriff, I will audit and evaluate every position, unit, service, and program the department operates to ensure they are operating efficiently. Some duties could be consolidated and some positions eliminated.

The Worcester County sheriff's department operates with a top-heavy administration and support staff as they make up about half of the entire department staffing.

I would consider the correctional officer positions "untouchable" as they are already understaffed and cuts to these positions would compromise public safety.

If elected sheriff, my initial focus will be to provide a lean and efficient organization using the existing budget. The Worcester County sheriff's budget is at its lowest level in more than 6 years, and we must find ways to provide a maximum level of service for public safety.

Once the department is operating more efficiently, then I would focus on adding programs and services such as community education and vocational training. However, based on the current budget, adding programs or services immediately would be fiscally irresponsible. But added services and programs are imperative to creating a progressive and dynamic agency and such additions will be made when financially feasible.
