The new Republican members of Congress elected yesterday carry two mandates. Some of their voters clearly wanted to reverse President Obama’s agenda, including repeal of the health reform law. Other voters, especially the millions of independents who flocked to the GOP, wanted something more like balance in Washington, forcing lawmakers to operate in a spirit of consensus.
