NEW YORK -- Thousands of New Yorkers flowed across the Brooklyn Bridge in cold weather yesterday, while hundreds of others commuted into Manhattan on bicycles and roller skates, or waited hours for commuter trains to take them to work after workers struck the city's subways and buses.
