WASHINGTON -- The Senate Foreign Relations Committee yesterday took the unusual step of referring the nomination of John Bolton as UN ambassador to the full Senate without an endorsement after a key Republican on the panel argued passionately that Bolton would undermine US alliances at a crucial time in the war on terror.
