WASHINGTON -- Senator John F. Kerry and all 10 House members from Massachusetts are clashing with Senate Democratic leader Harry M. Reid and Senator Edward M. Kennedy over an appointment to the National Transportation Safety Board, in a behind-the-scenes scuffle that's being closely watched by the transportation industry for its impact on future accident investigations.
