WASHINGTON -- Secretary of Defense Donald H. Rumsfeld apologized yesterday for the abuse of Iraqi prisoners and failing to convey the gravity of the offenses, but warned Congress that many more photos and videotapes of ''blatantly sadistic, cruel, and inhuman" behavior by US soldiers exist and could further damage America's reputation.
