WEST WINDSOR, Vt. -- When it comes to being tough on taxes, Lieutenant Governor Kerry Healey of Massachusetts starts at home. Last year, in a case that went all the way to the Vermont Supreme Court, Healey and her husband, Sean, won a $7,000 reduction in the annual tax bill on their 134-acre vacation property in West Windsor.
