RI detainee kin oppose request by ICE staffer

PROVIDENCE, R.I.—The family of a U.S. Immigration and Customs Enforcement detainee who died of advanced liver cancer in 2008 is opposing a request by a federal immigration staffer to dismiss their civil rights claim against him.

Relatives of Hiu Lui "Jason" Ng (Hyoo Loo Eng) say in court papers filed Tuesday that Lawrence Smith was present as Ng tearfully told his sister on the telephone that he was "tortured" by staff at the Donald W. Wyatt Detention Facility in Central Falls. Ng, a Chinese computer engineer living in New York, was detained after overstaying a visa.

Smith, an ICE detention operations coordinator, met with Ng in Hartford, Conn., on July 30, 2008, to discuss Ng's concerns. Smith's lawyers say he wasn't told Ng had a serious medical condition before he authorized Ng's return to Wyatt.
