NEWPORT, R.I.—A Rhode Island children's advocacy group says that Newport has the highest rate of child abuse and neglect in the state.

The Newport Daily News reports that the rate of child abuse and neglect in the city was 28.3 victims per 1,000 children in 2010. That's a sharp increase from the rate of 17.3 per 1,000 in 2009 and 17.5 in 2008.

Findings from the Rhode Island Kids Count Factbook were presented to policymakers, parents and community leaders in Newport this week.

The report also found that students in fourth and eighth grades in Newport made impressive gains in reading and math proficiency in the last five years, and that the attendance rate had climbed significantly for Newport high school students.
