Tough race for Latino in Springfield

Mayoral hopeful can’t count on ethnic vote

In Springfield, the state’s third-largest city, nearly 39 percent of the population is Hispanic or Latino, an increase of 44 percent since 2000. Jose Tosado’s campaign for mayor - the first by a Puerto Rican candidate in Springfield history - seems like an inevitability after 10 years on the City Council. His election, though, is anything but inevitable.
