The gaping potholes that snarled traffic on Interstate 93 north in Medford last week raised lots of questions about state transportation policy. Among the more arcane: Would the folks who were sending text messages while stuck in traffic have been breaking the law, if the state’s just-passed ban on texting while driving were already in effect?
