Former House speaker Thomas M. Finneran, whose deft hand on the levers of power enabled him to dominate the State House for nearly a decade, was indicted by a federal grand jury yesterday on charges of lying about his role in drawing legislative boundaries that siphoned voting strength from Boston's blacks and Hispanics.
