Marshfield and Scituate plan to pursue a review of local flood maps by the Scientific Resolution Panel, an avenue open to them as part of their appeal to the Federal Emergency Management Agency, according to Marshfield Town Administrator Rocco Longo. He said in an interview that he believes the panel is rarely used. According to its website, www.floodsrp.org, the panel aims to resolve conflicts between federal flood-map data and the data that communities submit when they challenge FEMA’s proposed flood elevations. The panel consists of independent scientists who review the information and make a recommendation to FEMA about which data represent the best science. The panel has been in place since November 2010 and is managed by the National Institute of Building Sciences.
