Carlisle’s Finance Committee has issued a written request to all department heads for budget proposals with no increases over this year’s figures, with its reasons including low population growth, lack of an anticipated increase in state aid, and debt already imposed by the recently completed Carlisle Public School construction project, and the rebuilding project underway at Concord-Carlisle Regional High School. The request for a flat or lower budget for the 2015 fiscal year does not extend to standard salary increases or contractual increases. The letter is a preliminary step in the Finance Committee’s budget planning process. A final guideline will be issued in December, followed by discussions with the town departments in drafting a recommended spending plan that will be forwarded to selectmen in the spring. The budget will be set by Town Meeting in May.
