It had been days since On Nguyen handed a Dorchester drug dealer $7,000 for three pounds of marijuana. Furious that he had not received the drugs, the 17-year-old said, he went to the dealer's house Monday night, smashed the windows with a brick, and then went to Carson Beach to smoke a cigarette.
