A ruptured pipeline at a Broadway oil facility was the source of an oil spill spotted Monday in the Chelsea River, the Coast Guard confirmed yesterday. The pipeline, owned by Global Petroleum, allowed 200 to 300 gallons of heating oil into the mouth of the river.
