Romney's plan won't work

NOBODY WANTS to ''go bare" (not carry health insurance), any more than he or she wants to get sick or injured. But the disparity between wages and the cost of living in Massachusetts presents wage earners with a tough choice -- try to give your kids a decent life while you still can and hope nothing happens to you or to them; or spend the food/utility/rent money on health insurance.

The governor's plan to penalize the poor for not carrying health insurance (Page A1, June 22) will only boost the sale of fake ID cards, and the policing required to maintain such a system will rack up more in administrative costs than the government will be able to squeeze out of working families slated to bear the brunt. The stone's been wrung dry.
