TURNERS FALLS, Mass. -- Dust gathers on the brushes and watercolors inside Sheffield Elementary School's art room. The big white sink in the corner sits dry, blotches of acrylic paint still stuck to its sides. Books about art lessons sit a little too neatly on a shelf, almost as if no one has used them.
