HOUSTON—A 57-year-old man has been sentenced to more than 27 years in prison for his role in a huge health care fraud conspiracy.

Umawa Oke Imo, a citizen of the Federal Republic of Nigeria and the owner of City Nursing Services of Texas Inc., was found guilty of numerous counts, including 39 counts of health care fraud.

Imo was ordered to pay more than $30 million in restitution to Medicare and Medicaid. City Nursing employee Joann Michelle White pleaded guilty to conspiracy and testified for the United States during Imo's trial.

Despite billing more than $45 million for physical therapy services, Imo never hired a single physical therapist to work at City Nursing, and "treatments" were predominantly limited to short massages and hot packs.
