Controversial tax breaks for Mass. projects

Kohl's received tax breaks for two department stores in 2004 - one in Stoughton and the other in Plymouth. The Wisconsin department store chain claimed more than $760,000 in state tax breaks. And it has already saved more than $25,000 in local property taxes for the Plymouth store. Critics say it generally doesn't make sense to subsidize big-box stores, because they compete with existing retailers and would likely open in the area without the tax credits.
