Attorney General Thomas F. Reilly yesterday sued three out-of-state telemarketing firms for promising to deliver government grants to consumers if they paid the companies processing fees of about $250. Reilly said at least five Massachusetts residents paid the fees and received a book called ''Guide to Government Grants" instead of an actual grant.
