Anti-Terrorism Exercises in China

Earlier in June, China launched a week-long series of anti-terrorist drills called "Great Wall 5", in preparation for the upcoming 2008 Olympic Games. The drills involved emergency responders, "police forces, the People's Armed Police, the People's Liberation Army and the health, environmental protection, meteorology and transportation departments." according to China's Xinhua News Agency. Given the concern over terrorism at major public events throughout the world, I think it's reasonable to assume that pro-Tibetan-independence protests are not necessarily the #1 concern on the minds of Chinese security officials. The Athens Olympics were tightly secured, though they apparently didn't do publicity-minded drills such as the Chinese are doing.

There are many other domestic protest groups that they are just as wary of, mostly originating within the prevailing ethnic "Han Chinese" population, but also probably including pro-independence separatist groups originating in prevailingly Muslim Uighur Xinjiang Province.

OJW, criticism is not necessarily born of ignorance. Nearly every other poster is expressing amusement at the undeniable ridiculousness of the behaviours photographed here, and I'm saying the photos are even more notable for what is absent in them. A "different mode of thought" may well be archaic, obsolete, dangerous, and even, yes, wrong! Further, your assumption that Chinese value safety or community more than Westerners do is baseless. Part of why this show of force is so silly to us is that they've already lost (or don't have) what we're most desperate to defend.

In the US, the military is tightly prohibited from use of force on our own lands, against our own peoples... This is not the case in Chine. The line is very blurry between the police and the military, the flame thrower puts that in clearer focus.

I was skeptical at first to have China host the Olympics. Now I am happy, the bizarre state that China has evolved into should send a shutter up the spine when you realize that they are likely the 21st century superpower... Although we the Petrol stops flowing, they will be worse off than a place like India (solely on the population migrating from farm to cities)...

With respect, China is communist not fascist - opposite ends of the political spectrum. ;-)

I realize that most people who post to these blogs may be on the young side, but you might want to Google the Munich Olympics (massacre of 11 athletes & coaches and 1 police officer) or more recently the Atlanta Olympics (bombing death of 2, 111 injured) if you think terrorism isn't a serious concern for planners.

These are great photos, though - reminiscent of when Russia used to stage those "we are mighty, fear us" May Day parades.

5th photo: the two green uniform are officers, hence they are not expected to actually engage in riot control.

Segway: not a sniper rifle, in fact it is a crossbow, for silent shooting. In case you didn't know, the Chinese invented the crossbow. The Segways are genuine, Segway is promoting their product at this Olympics and probably gave a large discount. You see police and security guards on segways in western countries all the time, so I don't see the big deal. The small submachine guns are small because they need to be light and handy. They're more like 'big fully automatic pistols' than the assault rifles.

Flamethrower: standard issue for engineering sections of armed police. Traditionally, police in China are NOT armed with firearms, only recently are a portion of them armed with revolvers (besides SWAT etc). Armed police are a separate, paramilitary organization which has both SWAT-like and riot police as well as 'mobile' divisions which are more military-like in that they have their own transportation and are capable of field (away from base/city) action for extended operations. The flamethrower man is an engineer attached to one of these mobile divisions. These divisions are tasked with apprehending criminals away from cities. They may encounter guerrilla fortifications and armed criminals holed up in caves etc, hence the engineers. I doubt they will be posted inside Beijing.

The sad thing on display in these photos is the lack of public relations skill and a lack of understanding of the western mind on the part of Chinese organizers. Instead of reassuring the public about safety concerns, they have opened themselves to ridicule and reinforced the delusions many idiots around the world carry about China.

On the other hand, the original intended audience of these photos may have been the Chinese public, which, having an entirely different worldview, won't see anything surprising. Afterall, the VAST majority of the audience for the Olympics will be Chinese citizens.

3rd to last photo: not so intimidating, of course, they're just a bunch of kids. Mostly poor farmer boys looking to find a decent paying job. They probably drilled their butts off before this 'spectacle' and hence are sleepy and glum. These measures are not only for the protests of Tibetans. China's western province of Xinjiang has a long history of rebelling. Not to mention Inner Mongolia. Tibetan monks are not terrorists. OK, let give China some credits of trying to provide security measure. I will want to see how we will be crying when something went wrong with a US or European team- A kidnap of any of the western teams or if any of them gets hit by the terrorists who really want to create trouble. I think China really don't have that many suicidal enemies around the world comparing to many other western countries. Many western nations may not like China, especially when it is getting wealthier, but these nations are not suicidal. China really did not invade any other countries. Actually, it was invaded by many of the western nations in the 1800s. China really did not have any soldiers fighting outside of its border.

Comparing to the excessive airport security or homeland security we have in the states, China's travel is actually much easier than the west. You may have forgotten the Orange level homeland security warnings or machine gun equipped soldiers in the airport. I am not sure if they ever catch any terrorist that way.

You may argue that China is occupying Tibet; but just a few Monks crying about their lost privileges, I don't see China gives up its right to the territories. Imaging the US government let the Indian groups to take back their land to declare independent. No way, No how - Doesn't matter how democratic we claim we are. By the way, may be your own house is on that land.

By the way, I hope those surface to air missles have tested against commercial airplane. My understanding is that they are designed to against minitary aircrafts. May be these are for commercial jets LOL.

First of all, these are great photos, nicely done. Where did they come from? They look more like they¡¯ve been distributed by the Chinese media. Reason I say that is because I just don¡¯t see how someone not allowed to get inside these events could¡¯ve gotten close enough to have taken some of the shots, especially the one extinguishing the fire.

The comments are great in that everyone is free to express what they want, this is what separates America from not just China, but most of the world, too (get arrested for baring your shoulders in front of England¡¯s queen, WTF?) There are quite a few comments in the spirit of constructive criticism, and a few that try to educate the less well informed about China or about keeping an open mind, which is great also.

These days, China is well on the road to becoming a world super power, for better or for worse, and whether we like it or not. It would benefit us more to learn about their cultural norms and perspective, than to judge based on our norms and perspectives. Think about it, even in our own country, with people we live right next to, people with different backgrounds form societies for support and to share common experiences. What experiences do you have in China before those comments?

I think most people that have been exposed to different cultures and have friends there understand that in the end, we are all human. We all want the same basic things, safety, a good home, decent job, to provide a better life for our children than we had, etc. Nobody is any different, we may eat burgers and pizza, while they may eat rice or burritos, but crap stinks all the same.

Unfortunately...terrorism seems to be the popular way for some groups to make their statements these days! I applaude the Chinese people for, at least , making the statement that they will be ready to oppose those groups that want to kill people to get their points across. Post 104 is correct in his/her post "To protect people from all over the world during Olympic period is one of the responsibilities of the government." . At least China is attempting to send a message that they are prepared to protect the people. I would feel safer there.

People speak here about putting drug addicts into work camps. They cannot in Canada, for there is a Bill of Rights that prevents certain restraints on individual pursuit of happiness.

China has a huge interest in putting their people into occupations of policing and being a sober, social-authority force of some kind, whether it is military, local police, or parking-lot attendants. Uniforms abound and people are occupied. Fear it, if you choose. Read world history with an honest mind. I think that China's governors have been for years, both protective of their foreign guests to a degree, and fearully concerned about them.

Blackwater readers will note that anti-terrorism services are in demand about the world....this is a kind of demonstration of a probably lower-rate service available for this modern world. I hope it all becomes a thing of the past, however.

Those guns on the Segways may look small but remember that each one has a magazine with 20-30 rounds in it, and the cops carry spares. Those guns may not be the most accurate things on the planet, but the whole point of having them is the intimidation factor posed by massed firepower. Collectively, they could take out an awful lot of people with just one burst.

Those SegTroopers just busted my up laughing and when I realized those guns were so small as to prevent much recoil a completely new vision of these guys appeared. -

Picture a swarm of these guys "charging" towards the enemy( not plugged into a charger ). A couple of guys fire off teargas grenades and the recoil immediately sends them going backwards in retreat. Remember, the Segway goes forward when you lean forward and goes backwards when you lean backwards. Now, you see a few SegTroopers come through the smoke and they fire on the bad guys and again, they quickly retreat backwards into the smoke after getting a couple of shots off. This goes on for as long as the batteries hold up on the SegTroopers. But, just before the final retreat, the Flamethrowers come forward, they fire a long blast, and then go backwards with a trail of flames looking like they have fired off a JATO rocket or something.

Realize that one of the distinguishing characteristics of the Chinese are that they are taller than other Oriental natives, generally speaking of course. But it is certainly a noticable difference. Those files of soldiers are big sized fellas, not short like the Japanese and Koreans, for example. Somehow, that makes them that much more impressive.

For all of you who are making fun of the segway guys: have you never seen a bicycle policeman? Thats a lot more useless.
The Segways are actually a truly excellent idea considering the circumstances. They offer a response and pursuit speed that's a lot better than running on your own feet. They are smaller and more maneuverable than a car or bicycle, and therefore better suited to the cramped conditions that will be present during the Olympics. Since they can be controlled with the knees, the operator has his/her hands free (as depicted) to use a weapon or apprehend a suspect.
Speed, mobility, small size, readiness and hands free operation. It seems like a winner to me. Maybe put a riot shield on the front?

Back in the 60's in Nick Fury Agent of Shield the Hydra guys has elite Skate Board Units who attacked on hightech skateboards. I think they must have been reading our comic books for ideas. Have security precautions by other Olympic hosts sometimes been egregious - yes, look at the bloody crackdown against student protests just before the 1968 at the Mexico City games ....

And are the chinese going over the top this time - perhaps.

But please do not delude yourself by thinking that the muslim fundamentalists - who have killed before & will kill again if given a chance - are somehow just another misguided "social cause" in need of our sympathy as we look at the security measures which an olympic host nation may be required to take against them.

The people poking fun at these pictures are PATHETIC.
All the Americans sitting in front of their computer screen laughing at this well oiled machine should be afraid of the rest of the world for being superior. And yes, I'm American.
America is a failure of a nation. We can't house, clothe or feed our own people. We can't give our children a good education and instead of feeding them properly, we shove premade crap in their faces and leave them to their own resources, to get hooked on drugs, have children when still too young to support themselves, drop out of school and live on welfare because it's easier.
We complain about gay marriage ruining society, while gays are happily living together and straight marriages are falling apart: straight couples fight and play mind games in front of their children. What do you think is more harming, two men who love each other or a man and a woman who don't talk to each other except to argue?
We have some examples of dedication and strength and pride like these honorable Chinese people in this post, but you know what? Stereotypes are there for a reason: because most of the time they're true. Most of the police officers I see in the states couldn't even run a half mile if their lives depended on it. Visiting Toronto for a week, I saw more police officers that could probably run a mile and then some and then still take on a fugitive, but even then, they still are no where close to being on the same level as China, Japan, Korea.
The truth is: they are stronger than us. Yes, they're different from us. Is different so bad? Would the world be a better place if everyone was like you? Like me? Like Earl from the deep south laughing at these strong, admirable people when he is definitely not anything to write home about?
I'm not saying I'm perfect, but please, open your eyes, America. The rest of the world hates you, and being a bully does NOT make you the 'best' country. The only way to tell which country is the 'best' is by a test of strength, you can't say one country is better than another because of this, that or the other thing. It just doesn't work that way in this society. Every country has their good and their bad, and sadly, the only way to prove your prowess over another is to fight it. Sad, but true.
And another sad but true thing: the rest of the world could most likely take you on, America. Have fun waving a Chinese flag because you wasted your life laughing at other people instead of improving your own country.
